I have reinstalled. Ubuntu 16.04 32 bit. I did not make any updates.

Ok, in synaptic, if you select the packages that haven't been updated
and Mark for Upgrade, when you click on "Apply" do you see some other
packages are marked for deletion?
If so, then that is how synaptic works. synaptic won't upgrade those
packages if it has to remove some others. You see the

I have install synaptic packege manager in Ubuntu Software-Center. Install is
finish.
I have opened synaptic it has updates. The update manager says the
system is up-to-date.
