Root cause: the ubuntu-budgie-installer was present, with 2 snaps attempting to provide subiquity behavior. It appears that subiquity from ubuntu-budgie-installer was matched with the ubuntu-desktop- bootstrap client. When the last screen (the summary) is expected to appear then you see a installer page saying that something as gone wrong - i.e. no summary is displayed.
