While the OP mentioned that the named file was not used to display the background, I have a situation where a specified (in the .conf file) background file is NOT used to display the desired background. The background color is set to be similar to the default background in Ubuntu. This is because there is a race between the X window being shown, and the greeter process drawing to it. Could you allow a means for the config file to specify both a color and an image file? That way, if both are given, then the color can be set whether or not the image is available---in other words, the color setting serves as a fallback.
