I found this problem today trying to communicate to a custom USB (CDC)
device I developed. It used to work perfectly in 10.04. Adding myself to
dialout group allowed me to get it working. However, I also need the
guest account to access this device, is it possible?

guess that this non-dialout configuration would cause this bug and other
problems that would not be easy to fix for non linux-experts? This bug
probably should be moved from kernel bug to groups/configuration
bug, but I don't know

Apparently this happened because I was not in dialout group, and the
device is only read/writable to root and dialout group. Adding myself to
dialout solves this problem.

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.3 kernel[1] (Not a kernel in the daily directory). Once you've
tested the upstream kernel, please remove the 'needs-upstream-testing'
tag(Only that
