The idea that a ShipIt CD will solve the problems of someone on reduced bandwidth is rather silly; within a month or two after launch, each distro needs 100MB+ of updates anyway. Most Linux distros, including Ubuntu, are designed with the assumption that they will be connected to broadband.

Seu /home está numa partição separada (sda6). Ao reinstalar o Ubuntu, é só não formatá-la. Se quiser fazer backup de configurações de alguns programas (Samba por exemplo), copie os arquivos referentes de /etc para o seu /home/usuario e pode reinstalar tranqüilo, formatando todas as outras
