upgrade e copiar os arquivos .deb pra dentro e fazer

tive o seguinte erro, o que faco pra resolver? informo que quando eu
fazia o arquivo Pachages.gz acontecia o mesmo problema. É como se estes
pacotes nao fossem informado internamente do arquivos Pachages.gz
segue o comando e a resposta do erro:
# dpkg-scanpackages updates
/var/cache/apt/archives/*.deb
e todos os debs que existirem no seu sistema deverao ser copiados para
~/repositorio/updates (que mais tarde será jogado no cd).
Se voce inverter a ordem do que eu disse nao vai dar certo.
ubuntu-updates.txt é um arquivo vazio que foi criado com
touch
