Have you considered using SMS gateways? They are (web) services that provide
APIs to those who pay for the services, but the startup where I interned
last summer had a few reliability issues. You could find the right service
with some market research.

pursuing the word free i checed out yahoo's free sms service and the
following are the terms of service.

 By using the Yahoo! Messenger for SMS Service, you acknowledge and agree

which brings me back to why i would like to have more control over the
process, as far as i can see Yahoo is just providing the software one still
has to pay for sms costs and finally we also lose privacy

Please have a look at http://wammu.eu/ . There are also python modules for
this project that will let you send sms'es from computer. I have been able
to send sms from my phone using a python script ,connected via bluetooth

I agree with you when it comes to privacy issues.
Though I never read their terms. I have used quiet a number of time and 
it was free of charge.

 The best fit would be Android and symbian device at this point as it has
extensive support and tool chain which works very well with linux (in
general). I have previously worked (in fact played around) in both  of them.
Dont remember the specific apps but has python api which you could extend
for your needs.

*I think* your view has limitations, If *only* my understanding is correct
why should Ubuntu connect to your mobile to send messages? There are lot

If you want to connect to mobile for some reason, I don't know for sure 
if there are any.

Most modern mobile os have very good capabilities.
Symbian, Android, IOS. Also one has choices over programming languages 
as well, like python, Java.
