Thanks! It seems VoiceBusy = XX is set correctly by System
Settings, so this may likely be an issue in ofono or with your carrier.
Are you able to do some more debugging, the output from the following
steps [1] would be interesting. Make sure you remove all sensitive
numbers

week/OTA6), and it's fixing a slew of APN related bugs [1]. If you are
willing to flash your device (usually no data loss) to a more frequently
updated channel, you can confirm/deny that this update will fix your APN
issues.

Ah, you are correct. Sorry.
What I was supposed to say is that we don't activate context like that
anymore. The Preferred flag should be used instead. So in your case, use
/usr/share/ofono/scripts/set-context-property ril_0 1 Preferred 1
This will trigger NetworkManager to activate the context
