my.cnf is present, so I don't think I can help with that. Let's call it

For a configuration files (among others) to be recreated at reinstall
the original package need to be purge. The file /etc/mysql/my.cnf belong
to the package mysql-common. Hence you want to purge the package mysql-
common and then reinstall.
