Okay, and now I am able to successfully attach a device to a running VM in both the qemu console, and from virt-manager (which uses libvirt). In both cases, I'm seeing the device dynamically pop up in the guest. Note that I had to modprobe acpiphp. Perhaps we should consider loading this module
