In command line I am using pango-view converted the text file to png

Oops, I think I missed that question ;)
Not translatable means that there is no translation template for it, and
because of that, changes in the original text are not interesting for
the translation project.
But in general, it would be desirable, yes. Maybe it is too late for
Precise, but for Q-s

update the date_changed on any affected POFiles. It's easy for
POTMsgSet._setTranslation to decide to make a message active in other

nothing preventing your application from using it if you know how to
load .mo catalogs an
