Oh. On second thoughts I think you might have made a mistake.
I think more likely the fix came from the reintroduction of the Intel
Xorg driver:
Install: libxcb-randr0:amd64 (1.13.1-2, automatic),
Could you please try some older kernels (like 4.18) to see if the
problem is caused by the new kernel in Ubuntu 19.04?

On this 19.04 beta I have to use nomodeset to boot & install Ubuntu
Budgie.
This is different behaviour from 18.04 and 18.10 where it booted and
installed just fine without nomodeset.
Without nomodeset, grub/efi disappears, and after a while a solid rather
than blinking
Same problem here, brand new install 18.10 in a new laptop, i cant pass
the login, freezes all and the logs keeps raising

[HP Elitebook 840 G1] Screen is upside down on 19.04

On the 19.04 daily image (2019-03-24), the screen on my laptop is
completely upside down, from the moment the GUI loads. This does not
happen on 18.04 and 18.10.
It appears to be an accelerometer issue since holding the laptop upside
down flips the image
