'xset dpms force off' blanks the screen but does not switch off the HDMI
(LCD) monitor backlight.
'xset -q' shows DPMS is enabled.
'tvservice -o' does switch off the monitor.
No warnings/errors related to dpms in /var/log/XOrg.0.log

This configuration DID NOT have the problem for
