My laptop is MSI GE60 0NC
CPU: Intel i5-3210M, GPU: NVIDIA GeForce GTX 660M
Running Kubuntu 18.10

As in comment

my laptop has a led indicating if Nvidia GPU is on and according to it Nvidia 
GPU does not power off when I select Intel GPU.
Also tested on Kubuntu 18.04 (without "proposed" repository), same issue.

I can't even get into the login screen when the DisplayPort device is
attached. But I disconnected that, got to gdm login via the VGA device,
then switched to Ubuntu on Wayland. Ubuntu on Wayland works fine for me
generally, but I get the same behavior when connecting the DisplayPort
device after logging in. I've included a video of the behavior here:

And another observation. After booting the old kernel several times..
the 4.15 kernel starts without problems also, currently it works without
the heat and performance problems. I did not change anything. I have no
idea what happened there. Weird.

ID is the content of file /var/lib/whoopsie/whoopsie-id on the machine.
Do you find any links to recent problems on that page? If so then please

3. If step 2 also failed then apply the workaround from bug 994921,
reboot, reproduce the crash, and retry step 1.

If the --enable-osmesa in the mesa configuration were replaced with
--enable-gallium-osmesa, then the OSMesaCreateContextAttribs would be
able to return OpenGL core contexts.  To show this I'm attaching a
modified version of mesa-demos-8.4.0/src/osdemos/osdemo.c (from
ftp://ftp.freedesktop.org/pub/mesa/demos/mesa-demos-8.4.0.tar.gz).  The
modified code is all within the #ifdef USE_CORE_CONTEXT.  To compile it,
do "gcc osdemo.c -lGLU -lOSMesa -lm".  With the libOSMesa.so.8 from
Ubuntu 18.04, it fails with "OSMesaCreateContext failed!".  But with a
libOSmesa.so from a mesa that is configured with --enable-galliums-
osmesa instead of --enable-osmesa, it works!

Also note that libOSMesa.so on Ubuntu 18.04 only supports OpenGL 2.1.
While --enable-gallium-osmesa gets it up to OpenGL 3.3.  My testing was
with mesa 17.3.9 and mesa 18.2.5.

If I understood correct  go to GRUB menu and start with the newest kernel
Advanced options => Ubuntu, with Linux 4.15.0-39-generic

No chance, same situation see photo

And the other points 
ata:~$ sudo glxinfo > glxinfo.txt
Error: unable to open display

Attached you will find "allpackages.txt"

If it is not possible to recover the display  and the possibility to
analyse the graphic problem according to the title (thanks for the
change) I will reinstall this linux box next week from the 18.04.1 LTS
ISO.

What kind of information from the box could be useful?
(It was only a upgrade from 16.04.x to 18.04.1 resulting to these problems)
