I reported this in the Freedesktop's Bugzilla, (hopefully) following the
rules for suggesting a new layout. I think this bug is not relevant
anymore. Closing it.
Thanks William Lee for having taken the time to look at my report.

It indeed is, however I can't find how to set the wishlist flag. You
set the status to Incomplete. What is missing for this bug to be
confirmed?

Hello,
On a fresh and updated install of Kubuntu 14.04 LTS (developpement
version) with yesterday's CD image on a computer which has nVidia
Optimus, I installed the nvidia proprietary driver with the jockey-kde
graphical user interface. It did install nvidia-settings.
This bug is still there in Kubuntu 13.04. Installing Xorg from the
Debian repository as a workaround still works and multitouch is still
lost.
It seems to affect desktop environments / programs which use some
specific X11 API (supposition to be verified).

After playing with xfce, I found it affected by the Bug.
The desktop + everything in the panels that is not a launcher or an icon in the
tray doesn't respond anymore to taps (mouse still works).
I don't know how I got this though.
