industries so that farmers stop to sell their crops in raw material form

I strongly believe Uganda's agriculture is a jewel. This sector can earn
people millions of shillings on a monthly basis. Uganda has so much food, we
simply can't consume it all. I was in Juba and if fully understand that we
can add that market to Uganda market. 

But then , and it is a big BUT , We lack the infrastructure; state buying
off excessive produce; transport and logistics, cold storage facilities,
market strategy (the state does not know we sell in different niche
markets), packaging and cooperative union to raise standards of farm
products

To start with I will suggest that the army instead of going to Mali, CAR be
given books and strict guidance to help farmers realise crop, and animal
production. People in villages should committee at least 6 hours daily to
farming. The army should go north, east and west and build cold and dry
storage facilities.

Once still the infrastructure; state buying off excessive produce;,transport
and logistics, cold and dry storage facilities,  market strategy (the state
does not know we sell in different niche markets), packaging and cooperative
union to raise standards of farm products must be put in place so that the
system works.

Of course the above will lead to an influx and avalanche of people from
running away away from Villages. For those who head to towns should also be
given incentives and compelled to work in the construction industry - but
that too need retraining facilities and infrastructure; in masonry,
carpentry, plumping, electrical installations, brick laying, drafts man
ship, road works or tropical agro-forest many can go to replanting
indigenous trees in regions like Buruli, Lakai, Busoga and tobacco invested
West Nile. 

such a moral ethic will bring Asia to Africa.

The government lacks the will to invest in the agricultural sector, despite
all statistics showing that over 80% of the population depend on it. In 1986
when they came to power through the Gun, there was a vibrant coperative
movement that played a major role in empowering farmers, helping out to
mechanise extensively and bridging the production, transportation, marketing
and selling of the produce. The railway was operational, connecting
different areas and providing the cheapest means of transport for farmers'
produce. Cooperative societies ignited self motivation among grassroot
farmers, they were a source of farming advice, financing, mechanisation,
marketing, price control, transportation, research, etc. Community
participation in meaningful agricultural practices was lost when cooperative
societies were closed. The corruption that has engulfed all the sectors in
the Ugandan economy has left the poor farmers at the mercy of the
capitalists who aim at maximising their profits. Farmers have no access to
cheap loans, since all government commercial banks were privatised under
mysterious circumstances - Cooperative Bank, Uganda Commercial Bank, etc.
This has pushed the prime lending rate to over 27%. Uganda is Home to two
biggest fresh water sources in the world; River Nile, and Lake Victoria, and
a good weather that supports agricultural activities year round. However,
there is no single irrigation scheme in the country, and children are dying
of malnutrition.

The context of the above quote might have been about Shakeperean Polonius' 
advice on self-preservation, but let us take it in the New-Age context of being 
honest with one's true nature. It is said that a large part of who we are is 
controlled by the mind: we are what we think. In that light,  Mr. Eriya 
Kategeya, from my readings, grew up believing in justice and all that go with 
it. It is not far-fetched to surmise that his true self was about justice. 
Unlike some of us who reflect on such matters and may be write about it in the 
comfy of our chair and electronic gadgets, the man got involved with some 
shrewed characters who would take over control of the country by force of 
arms

I have read with sadness, the passing away of Eriya Kategeya and I wish his
family well at this difficult time.

But I am also very disappointed that he is taking to his grave the
circumstances of the murder of the youth leader, Raiti Omongin, who was
allegedly murdered by Yoweri Museveni in Dar es Sallam in or around  1976.
Kategaya was a member of Fronasa and was appointed as a one month commission
to investigate Omongin's disappearance but he never made public his report.

Over the years, I have asked him to reveal, een anonymously, the exact
location of Omongin's grave but he refused. I told him Omongin's grave could
be discovered accidentally by a herdsman or farmer, but he refused to
cooperate. Now he goes with this secret to his grave.

Atleast he is being given the luxury of a public burial, but Omongin never
had that, and worse of all his body has never been found and his confreres
are in power in Uganda.

unspecified sexual misbehavior, apologized for his actions, and promised to 
stay out of the church's public life in a statement that comes at an awkward

Cardinal Keith O'Brien had been Britain's highest-ranking Catholic leader until 
he resigned Monday from his position as archbishop of St. Andrews and 
Edinburgh, a departure prompted by a newspaper report about unnamed priests' 
allegations that he acted inappropriately toward them.

O'Brien initially rejected the claims, saying he was resigning because he did 
not want to distract from the upcoming conclave of cardinals that is due to 
pick a successor to Benedict XVI, who resigned the papacy Thursday. O'Brien 
also became the first cardinal to recuse himself from the conclave because of 
personal scandal; other voting-age cardinals have in the past stayed home 
because of infirmity or because they were prevented by their governments from 
participating.

On Sunday, the Catholic church in Scotland issued a statement quoting O'Brien 
as saying that there had been times that my sexual conduct has fallen below 
the standards expected of me as a priest, archbishop and cardinal.

To those I have offended, I apologize and ask forgiveness, the statement 
continued. To theCatholic church and people of Scotland, I also apologize. I 
will now spend the rest of my life in retirement. I will play no further part 
in the public life of the Catholic church in Scotland.

O'Brien gave no clue as to what exactly his sexual misbehavior consisted of, 
but his statement is nonetheless another reminder of the church's struggle 
shake off a litany of sex scandals, including those involving pedophile priests.

The claims against O'Brien were first reported by The Observer newspaper.

In its Feb. 24 edition, the British newspaper reported that O'Brien was alleged 
to have made what it described as an inappropriate approach to a seminarian 
after night prayers.

The paper also said another priest had reported inappropriate contact with

A promise to end routine strip-searching of children in custody is being
flouted, according to data revealing there were more than 43,000 recorded
incidences involving children as young as 12 over a 21-month period – but in
only 275 searches were illicit items found.

Contraband was discovered in eight of every 1,000 searches in youth
offending institutions and secure children’s homes and training centres in
the course of one year, and just three in the next year. Tobacco was the
most common item found, with no recorded discoveries of drugs or knives.

A leading children’s rights campaigner described the practice as
“institutionalised child abuse” after a freedom of information request
identified a total of 43,960 such searches, which routinely involve the
children being made to strip naked, were carried out in 21 months.

Two years ago, the Youth Justice Board announced that the routine
strip-searching of incarcerated children would stop. Its press release said
children had described the practice as undignified, leading “to feelings of
anger, humiliation and anxiety”.

But the information obtained under FOI and seen by the Guardian shows 43,960
children were made to strip naked in 25 young offender institutions (YOIs),
secure children’s homes (SCHs) and secure training centres (STCS) in the 21
months up to December 2012. The youngest person to be strip-searched was 12.
Nearly half – 48% – of children strip-searched were from black and ethnic
minority communities. Physical force was used on children being searched 50
times.

The FOI request was made by Carolyne Willow, former national co-ordinator of
the Children’ Rights Alliance England. She described the “practice of
children being forced to expose their naked bodies to adults in authority as
institutionalised child abuse”.

At the end of August 2012, there were 1,643 children in custody in England
and Wales, of whom 1,225 were held in YOIs, 269 in STCs and 149 in SCHs. Of
those, 64 were aged under 14 and two just 12. The cost of keeping children
in the secure estate was £268.9m.

In 2006, Lord Carlile QC conducted an inquiry into the use of restraint,
strip-searching and segregation in child custody. Then, as now, fewer than
10% of searches yielded a ‘find’ and tobacco was the most common item
discovered.

One 16-year-old girl told the inquiry she had been strip-searched and

Sorry tot take long to respond to you on this important matter. This bill is a 
very terrible bill for it stops a government to do the very job it was created 
for and for the very first time Obama by signing it has directly gone after the 
un informed that voted him to second term. Hear me out. 

 

There are services that you can ever leave to a private sector for private 
sector is about money and not about services, if you for example allow private 
sector to test the quality of water it will never test it to the level you 
require for they want to make money as fast as they so can, so you hand that to 
government that will test water in a huge metropolis as it checks it in the 
small rural area. Post and telecommunication, if you abandon that to a private 
sector the areas that are not busy will not be served for it is not financially 
viable they will be left out and those in rich area  that can manage to pay for 
the phone will get to use the service. A good example is cell phone service, as 
they have started to be opened to private sector, Toronto becomes a good 
example, there are cheap services out there but you take that cell when you 
know that you will not be connected in many  parts when you get out of a city 
like Toronto. And actually not leaving the city, there are suburbs like 
Woodbridge that refused a tower to be built in their area under the NIMBY {Not 
in my back yard}} status, so as the suburb grown many places in wood bridge do 
not get cell service,  some houses do not get service if you live in a basement 
or a lower level apartment, you need to get a service from a larger provider 
who has a tower strong enough to send from a next tower to reach you. Such 
issues can only be solved by a government going in and installing a tower for 
it is the only power full solution to NIMBY. Air craft inspection if done by a 
private sector a manager will instruct the pilot to go another trip to Europe 
although the air craft has a crack in its body, for he is about profit, a  
government inspector will refuse it to run unless the crack is fixed.

 

What Obama’s bill does is to cut out these inspectors slowly across the board, 
and since all non-thinkers that elected him use these services, a rich man will 
not die on a plane with a crack for jets are fully inspected, it is going to be 
the poor people bundled up 700 together in one cooped up airbus on The Atlantic 
when that crack will get worse. A rich man will have a Callaghan water purifier 
in a New York condo, when the poor one in The Bronx drinks directly out of a 
pipe of an un tested water. And the list of these anomalies is all over the 
place.

 

But you have used a very good example of “they are using the same idea that 
half of Europe has used“ Yes that is true, but the moment the austerity started 
in Europe, meat inspectors were cut out, and although you now have a complaint 
about Horse meat, you have not yet started on the dead cats you eat, you have 
not started on all road kills that end up in your meat supply let alone dead 
animals of all kinds due to disease. The problem of meat contamination in 
Europe is way larger than you care to believe and very rightly so because when 
you think about it this man that is taxed highly is being asked to inspect his 
own meat and to sell it to public consumption. Why doesn’t he mix the 10 cows 
with a truck of road kills to feed the rest of society and make some serious 
money? If you buy a hot dog do you really know if half of it is a road kill? 
And who will exactly tell you? The seller that wants to make money? You get  
the service you pay for and what you pay is to eat an inspected meat so grow up 
and simply eat the dead cats. Animal feed has to be changed a month or so 
before harvest,  so that the chemicals get cut down in the meat, but that 
change of food is very expensive, when you look at jurisdictions without 
inspectors, that change is not done and the chemicals end up on your table for 
you are a poor community, results is 5 year old girls getting periods. And you 
think what markets sell it? Yes The Bronx.

 

“I still don’t see why it bothers you since you live in Canada” No it actually 
affects me for Air Canada flies into and through United States, will our air 
crafts be inspected before they take off? What kind of fuel will they put in? A 
fuel with 1/4 tank water or inspected fuel? Our food supplies is inspected on 
both sides, the Listeria problem we had from a British Columbia plant was 
detected by American inspectors, for it gets inspected here and then in United 
States. We pulled it off the market for Americans found it, and now Mr. Obama 
needs them out. It simply amazes me how people fail to release how these 
countries are intertwined, so the question you live in Canada is very 
irrelevant. Our airlines read the weather radar many times from United States, 
these are the people the bill is targeting, how will we be sure on how to fly?
