This issue is very similar to a few others reported before and is not
limited to Intel chip sets. Also affects ATI and Nvidia.
The symptoms seem to point to compviz conflicting with the Display
Settings utility.

We have confirmed that symptoms in step 1 through 5 of the original post occur
on two different machines.
Have also confirmed steps 6 and 7 occur on one of the machines.
These only occur when Visual Effects are enabled via Appearance Preferences
utilitly.
