We have confirmed that symptoms in step 1 through 5 of the original post occur on two different machines. Have also confirmed steps 6 and 7 occur on one of the machines. These only occur when Visual Effects are enabled via "Appearance Preferences" utilitly. Visual Effects using Normal or Extra can reproduce symptom. None does not reproduce. Note compviz runs only under Normal or Extra.
