I made a new Debian Bullseye installation (without GUI) on an old FitPC
with an Intel Atom processor (i386).
It looks like Logitech Media Server 8.3.0 is running and Perl 5.32.1 as
well.
But I cannot access port 9000 from my tablet or PC (Windows 10).

Generally most manufacturers assume people are using Raspberry Pi OS on
their Raspberry Pi's. There is very little chance their scripts will
work.
You need to follow the instructions manually, do not run the install.sh
I'd start from a fresh install of pCP.

I had a look at the shell script and I think the main issue (?) is that
there is a command to compile some stuff on the fly:
"dtc -I dts -O dtb -o dist/$OVERLAY_NAME src/$OVERLAY_SRC > /dev/null
2>&1"
with...
OVERLAY_NAME="hyperpixel4.dtbo"

Thank you, but I think its not a thing with the NAS. The disks are
always spinning

The NAS still probably still spins down the disks. And that behavior
could have changed with a Synology update too.
Otherwise you can do some logging, and perhaps see something going on.
