Perhaps we should only redirect to the single existing connection if that
user lacks permission to access the administrative screens?

I'm pretty sure that's just the way it is designed to work - if only a single
connection is available for a user that connection is automatically launched.
You can do one of two things:
- Create a second connection
- Use the Ctrl-Alt-Shift key combo to get to the menu in the connection, then
