Please refer DemoTaxAuthority.xml file. Here you will see data modeling between TaxAuthority, TaxAuthorityAssoc, TaxAuthorityRateProduct which will help you to set up the data. Also we use taxAuthorityRateTypeId = SALES_TAX for sales order. Hope this helps Thanks -- Divesh Dutta.
