The Struts framework does not provide any sort of caching strategy.
You could certainly provide your own extension to ActionServlet and
roll your own, but such an effort is completely outside of the scope
of this framework.

You can always just memorize the DTD :)
On the other hand, you could pick up a good text editor with autocompletion
that supports DTD/XML Schema. Even after Eclipse WTP M4 shipped, I prefer
XML Buddy, so much so that I went ahead and purchased the Pro license a few
months back.

It really has nothing to do with caching, that meta refresh tag forces the
browser to refresh the page from the server (without JavaScript) so (for
example) the user returns from a long lunch and sees the browser sitting at
the login screen instead of the last customer search.

some additional criteria in the key for sorting and other optional tests,
but by the time you finish, you would have practically rewritten

Yes, sort of. If you simply want little yellow popups when your mouse
hovers over an image, use the title attribute for that image. You can do
the same for just about anything else, but it may require being creative
with some div tags and such.
