Hallo,
changes to resources and connectors while Syncope is running are
immediately effective yes, no need of additional steps.
Anyway, remember that if you are running in embedded mode [1] and you
stop and restart Syncope your changes are lost because the Syncope
database is in memory (H2);

If I edit the connector or the resource (change fields or options, like
"Ignore headers", for example) - are those effective immediately without any
additional steps, or do I need to restart TomCat.
I believe we are running in embedded mode.

What do you mean by "/make a change to a connector or resource/"? Are
you editing the connector / resource or changing the connector bundle
version? Or you just want to make your changes persistent in Syncope
even after a Tomcat restart?
Are you running Syncope in embedded mode?
