When I create a cluster in CS, should ensure all the hosts in the same
cluster are completely same, eg, same CPU speed, same arch, same vendor.
If I don't need live migration feature, should I also ensure they are same?

You can set the expunge interval in the global setting configuration so that
your VM gets removed from the cloud database after X seconds however the
minimum interval which that global setting respects is 600 sec .

Yes for XenServer or XCP, they require heterogeneous hosts in the cluster
and won't add another host.

The below rules block the traffic from the secondary ips.
-A i-2-9-VM-in -p ARP --arp-ip-src ! 66.232.104.216 -j DROP
-A i-2-9-VM-out -p ARP --arp-ip-dst ! IPADDRESS.OF.INSTANCE -j DROP
you can either delete above rules or flush the chains.
