Hi,
It is not a problem for public cloud providers based on Apache Cloudstack.
The VM console is provided by the Console Proxy VM (CPVM) in CloudStack.
you need to assign a Public IP to it (or port forwarding, etc) or access
the console from the same private network as CPVM.

In my set up, I’m having trouble accessing instances web console from the web
browser when i’m outside the network.
I’m using physical servers in a local network where they access the internet
through an ISP Router and from there I can port forward cloudstack
