I think Alejandro *was* following the guide. It specifically explains
how to build your own CloudStack packages and set up a dpkg

This looks strange to me. I always use repo
root@cs2-head1:~# cat /etc/apt/sources.list.d/cloudstack.list
deb http://cloudstack.apt-get.eu/ubuntu xenial 4.11
and it works just fine.
