It has been unticked all the time.
Looks like this is a msi problem, rather than LO.
Hi :)
Ok, it might be best to uninstall the older version and then reboot before
trying to install LO again. Normally you shouldn't need to but something has
obviously gone a bit wonky this time.

Sure, it's all about setting the hierarchy of your outline in the
Tools/Outline Numbering dialog. There are 10 levels of outline. Just set the
top level to your section numbering, select the numbering format you want

Hmmm, if that happened you could just reinstall the older version over the
newer one again. Ahhh, the advantages of Freee Software being free! :) This
approach ensures whichever version you reinstall picks-up all your settings
without forcing you back to factory defaults.

I'm not sure which chapter might be best but documentation here

Hi :)
Have you been able to post a bug-report about this already? Sounds like people
might have narrowed it down quite a bit (to specific LO version and specific
OS?) Also tried the standard rename User Profile and a couple other things?
So, time for a bug-report?

There is a Templates site with almost exactly the same name as the Extensions
site. Whichever you are on you might notice the tabs at the top to let you
switch from Extensions to Templates or vice-versa.

Hi :)
Some people do work in both projects. Even if that is becoming increasingly
difficult for devs to do there are a lot of other teams and a lot of other work
which can be shared with only minor modifications.

I am on the road for the next few days, but I will figure out how to file a bug
report when I get back.

I was kinda agreeing with my last post too. Just taking the opportunity to
