The solution was to reference the cells without the $ sign before them.
If I copied that cell and selected the cells I wanted to apply the
conditional format to, selected Paste Special and selected Formats and
Formula, it worked a treat.
Thanks to whoever thought of the
creating a rectangle over that area and use the intersection to create a
selection from it
How do I do that EXACTLY in Draw?
Isn't there an easier way to accomplish an arbitrary, non-object-related
rectangle selection?

That's interesting, thanks. I'm sure it'll come some day. I'd assume it'd be
optional. That's pretty much a given... having said that I've never had any
problems with auto updates with anything ever. My Firefox has always worked
flawlessly.
