[users@httpd] Apache fails to process a particular user-agent

everything works fine and CI re-routes the URL to the appropriate controller/method and I get my DB update. But at the moment I cannot get it to work under the covers. I'm feeling the user-agent is the key but I cannot find any mention of how to fix this. Any help greatly appreciated,

I have just installed openSUSE Leap 15.0 on a server including Apache 2.4.33 and php 7.2.5. If I attempt to access .php files, I'm offered them as downloads, although renaming them to .php3 makes them work fine. I have this file amongst my apache config conf.d/php7.conf
