What's to load balance here? Both are the same service on the same
server/configuration file.
Have you tried to load balance at 2 smscs each one run by a different smsbox
on possibly different server?

I can also contribute a VERY stupid and simple but quite effective
script for monitoring SMPP or UCP connections:
command[check_smsc_SMSCNAME]=/usr/local/nagios/libexec/check_http -H
localhost -p 13000 -u "status.txt?password=PASSWORD" -r SMSCNAME.*online
