I am asking for a way to make it to be the default for ALL vm's as we have multiple users working on this. Plus with over 30 vm's it is quite a pain to have each person to set each one individually (we haven't fully migrated over to 3.3 from 3.1 at the moment.) It does not scale to larger

Usman, the only thing that comes to my mind is something related to: http://gerrit.ovirt.org/13529 which means that in some way the restored volumes are either inaccessible (permissions?) or their metadata is corrupted (but it doesn't seem so). There is probably another Traceback in the logs
