which version of oVirt Engine and VM Portal do you using? Cluster filtering
by permissions is available in VM Portal version 1.5.0.

Are you sure they can actually modify VMs in another cluster?
When you give a user ClusterAdmin they are then classed as an administrator and
can see everything
but when they try and save changes to an VM it says they don't have permission
to modify if it's in a different cluster.
