No, this is no "option" to activate. The data you submit to cloud-init, gets merged into an iso file by ovirt, which is than attached as an cd-rom into the vm. usually this is /dev/sr1 try to mount it this way in your vm: mount -t iso9660 /dev/sr1 /mnt/ then you should be able to see the folder
