Thank you for your work! Now I managed to install Ovirt 4.4.10 version using 
iso image.

In the beginning, I tried updating repositories, clearing dnf cache, and 
restarting the installation, but I couldn't.
When I download a new iso and run from scratch I managed to install it.
I have one more question. 
If I'll want to update ovirt. Will I have a possibility to update it without 
reinstalling from iso again?

Run dnf install -y 
https://resources.ovirt.org/pub/ovirt-4.4/rpm/el8/x86_64/ovirt-engine-appliance-4.4-20220203103124.1.el8.x86_64.rpm

This new update fixed it for me, was having the same issue.

The issue you faced is most probably due to the appliance.
We've just released an updated appliance today, which should solve this
issue.
