Seems like there were some rpm mismatch.
rpm -qa gets me spamassassin ver. 3.2.5, but there is a 3.3.0
spamass. After running sa-update WHITELISTING works too. It is weird,
who knows ? :-/

exact same files with the same modified dates, yet I dont see any
symlinking going on (though I easily could be blind and missing something).

that's what sc told me). But when I try to start it, I get Error 1053
The service did not respond to the start or control request in a timely
fashion. The microsoft help on that message is completely useless.

I use srvman, it's easy to use, it has a gui, and it's free.
I just run C:\NET\SpamAssassinWin32-EX\spamd-service.bat
as Win32 service, as LocalSystem account.
spamd-service.bat is below:
