'split' is a GNU utility (part of coreutils) which is not specific to
GNU/Linux. There are windows versions of them as well

You probably need to tune some kernel paramerters. I had some issues
with our application get stuck at some point that we needed to
restart everything. And since you said it is a brend new server, you
might have the defalt values set in there.

You can try to add the host name and ip address (Machine that has Tomcat) on
your hosts file. c:\windows\system32\drivers\etc\hosts
