I tried to send this once, but it looks like it did not go through.
I just upgraded from 7.1.2 to 7.2 and now it looks like none of the Velocity
scripts work. I ended up rolling back to 7.1.2, because it's unusable in this
state.

I just upgraded to 8.2.1. I finally figured out how to fix my permissions issue
(login as superadmin, no users were admins any longer, added all users, that
part works fine now).
However, a number of panels don't work due to:

Looks like this is the failure:

There were 4-5 tables that were not UTF8. This is probably because UTF8 was
not our default collation for the MySQL servers originally, but it is now.
I converted those latin1_swedis_ci tables. That fixed the issue.
