There would be 3 ways of addressing this limitation:
1) If you use subwikis in an intranet-like environment or, more generally,
use only global users, and you wish to allow them to create subwikis where

We're setting up a private XWiki wiki farm for our department.
Everything is working perfectly except for the fact that non-admin users
