I spent some time today attempting to organize a rather long list of
templates under My Templates in the Template Management pop-up dialogue
window. I have Templates selected in both near the bottom of the
Management window.

There is no phone support. This mailing list is volunteer support. Having
said that, from your problem description, it seems likely if you
double-click one of the files you want to edit in Wordpad the file opens in
Writer instead.

just use menu item File->Templates->Save...
to save a template.
Within the File->Templates menu you'll find also a dialog to organize
templates.
