Have you double clicked on Presentations Folder or Presentations
Background Folder?

Out of the box there should be templates.

On your website, there are a ton of templates and sample letters etc. that I
would be able to make great use of. Problem is, I cannot find any way to bulk
download the categorized templates that I see.

Correct that would be nice but sometimes you have to live with the
limitations.

Even trying to do it as individual items is painful because until you download
the item, you cannot even see it to determine if it is what you want. When
downloading int hat way, I must save the item to my computer but it is not
pulled into the template folder within the OpenOffice Application.

Correct but based on the settings of your browser is saves it in a
designated folder or you get a pop up window that allow you to select a
directory.

What is the fix for this?

Save it in the user template directory. In Windows 10 it's
C:\Users\{your user name}\AppData\Roaming\OpenOffice\4\user\template

How can this be done?

I thought I had already answered it.

The Original Poster's issue is that despite being listed on the AOo
Template site, the templates they would like to use, are not available
for downloading from that site.

Basically, somebody with the appropriate rights, needs to walk through
the Template repository, and either deleting, or marking on the page,
that the template is either no longer distributed by AOo, or was never
available via AOo. (My guess is that between 5% and 10% of the listed
templates are not downloadable, due to one of those two reasons.)

Mike,

It doesn't look like your posting was answered. If not, this may help.

You can put downloaded templates anywhere you want. However, you must
"Import" the template for it to be listed in the templates list. This
is done by choosing File -> Templates -> Organize and in the dialog that
appears, select (double-click) your template folder, probably "My
Templates" or whichever folder you want in the left list panel. Then
under "Commands", there should be an Import Template option. Select
that and a file selection dialog should appear. Search for your new
template and select it, then "Open". Your new template should then
appear in the list of templates (i.e.: New -> Templates and Documents).

I am not sure if you can delete the downloaded template file after it
is imported. I suspect you can, but I am not sure. I have never tested it.

HTH.
