The Colorado Department of Education (CDE) is seeking a part-time qualified
staff augmentation resource to provide senior level support to the Chief
Information Officer (CIO), including senior management consulting and

Vendor shall:

   1. Provide support to the CIO in the areas of data governance, assisting
  with Data Sharing Agreements and process definitions related to CDE’s
  privacy and governance programs.
  2. Manage CDE programs, as required, from initiation through
  implementation including phases such as planning, analysis, design,
  development, testing, and implementation using a formal project lifecycle
  methodology set forth by the Information Management Services (IMS)
  Unit.  Effort will be split across assessment, financial transparency and
  P20 data sharing projects.
  3. Operationalize the P-20W SLDS Link application and processes under
  the given data privacy and data governance constraints established by the
  CDE.
  4. Lead programs that consist of multiple related projects with
  complex inter-dependencies and constraints.
  5. Meet with users, business sponsors, and executive management to
  understand and document requirements.
  6. Provide senior management consulting services as needed in the
  areas related to personnel management, program management and data
  management.
  7. Minimize exposure to risk on projects and alert CIO to those risks.
  8. Submit detailed status reports to the project teams and to CDE’s
  Project Management unit.
  9. Schedule and facilitate project team meetings.
  10. Inject processes and controls as necessary to ensure data privacy
  and security on assigned projects.
  11. Create test plans and user acceptance documents that map to
  defined requirements.
