Another Possibility is to lock the account only for an specific amount
of time (lets say 10 minutes) after 3 password fails. So if somebody
tries some hardcore brute force, the database grows

That seems like a really bad idea. Wouldn't that cause major headaches for
those trying to build packages of vpopmail?

I think they did this on purpose, so that there is less mail for the
list to handle, but then again its annoying because you
apply this patch to your courier-imap source tree and add
-DHAVE_OPEN_SMTP_RELAY -DHAVE_VLOGAUTH to your CFLAGS when you compile
