I am seeing the same behaviour building qmailadmin against
vpopmail-5.4.22 on NetBSD-3.1-i386.
Here is my configuration:
./configure \
--disable-roaming-users \
--enable-logging=p \
--disable-passwd \
--enable-clear-passwd \
--disable-domain-quotas \
--enable-auth-module=mysql \
--enable-a
