Try doing this:
touch ~vpopmail/domains/virtual_domain/.qmail-default
then do the steps you described.

i think you're missing a \ or your mailer has made extra linebreaks..

after reading the INSTALL file. on intsruction 11 i inserted this on my
inetd.conf i have RH6.2 and installing vpopmail-5.2.1.tar.gz

/home/vpopmail/bin/vchkpw \
/var/qmail/bin/qmail-pop3d \
