Yes, after I upgraded to 7.0.1 none of my tapes were expiring either.
If you highlight all your tapes that should have expired and ckick,
UNFREEZE, they return to the scratch pool.

There is an EEB214639 that Netbackup support wrote for my issue to solve it for
good.

There are some known expiration issues at 7.0.1. One of them is in our late
breaking news and has a fix if you have a Windows master:
