Freeplay Music does exactly this, unfortunately for video blogs/podcasts they are not free (I learned the hard way on this). I'm assuming you're looking for stuff for your videoblog so this wouldn't help you on that, but in case not, there are some instances where you can use them (for free). Read

i'm all about it.i actually just mentioned synchronicty in a previous post today.i once belonged to a community of 'synchers'. we would come up with new recipes like the floyd/oz phenomena.fun stuff. my best one was called The Black Emperor's Dark City, a combination of the movie 'Dark City'
