 1). VirtualDub - http://www.virtualdub.org/
 2). TMPGEnc - http://www.tmpgenc.net/
 
 VirtualDub is an editor that allows you to actually see everything
 frame by frame, much like Cool Edit or Audacity does with audio.
 VirtualDub allows you to export your video as an AVI (Yes, you can use
 any codec installed on your system)
 
 TMPGEnc is a program that you can use to correct sync issues.  TMPGEnc
 only exports in MPEG-1 however.
 
 To convert into the Quicktime format, your best bet would be to go MP4
 as opposed to the MOV route and (Obviously) use Quicktime Pro.  But
 short of that however, you can Google  for MP4 converters or download
 one from CNET or Tucows.  There are scores of them out there for
 Windows.  Some are freeware.  Some are trialware.  It just depends on
 what you're looking for. :)
 
 I have several MP4 converters myself.  The best one I've found (Short
 of getting Quicktime Pro mind you) is the Jodix Free iPod Video
 Converter.  But your mileage may vary, so don't stop there. :)

I've seen people at my job video edit on PC's but the machines were
built by HP for that purpose. They run Pinnacle Liquid. I don't think
the machines run light either.

I tried editing on PC's back in 2000 but I had a funny analog to USB 1
set-up that made tiny movies and unsynced sound. I sold one of the
PC's and gave the other one away. 

I went to Macs in 2003 and I still use the same tools today: iMovie 4,
OS X Panther, and firewire DV camera. I'm not technically savvy so
Macs save me time.

I truly like Serif MoviePlus 5
http://www.serif.com/movieplus/movieplus5/index.asp 

Simple interface and you can go as simple or a complex as you want for
your basic needs. If you need to do non-destructive splits, L-Cuts or
overlays this is your baby. 

Both programs have trial versions you can download and use before you
buy. Can't speak for the new version of Ulead but MP5 is lean so I
think you can use it comfortably on your laptop.

I'm saving up for one of those new MacBooks, and yes, then I will beg,
borrow or steal a copy of Final Cut and be much, much happier.

Gena, those suggestions are super-helpful.  I downloaded a trial install of
Premiere Elements, since there was a time ten years ago when Premiere was
all there was, really -- you know, back when it was still called Digital
Non-linear Editing as opposed to just Editing.  :)
