FYI Nadia copyright law is one thing, dealing with the French is
another. There may be cultural/political reasons a French library in
particular would want to keep in their good graces. I suspect a
librarian at semi- official French Library you may be obliged
by circumstance to "accept" French cop

This is a contract issue not a copyright issue. While it is a bit of
grey area, It is pretty clear if you buy a legal copy and DO NOT
transfer the format you can use it.
It is pretty much the same as buying a book in a foreign language. Any
legal issue is between the seller and the copyright holder
