My girlfriend went back to the Apple Store. The problem was facial recognition
was on, and it lowers the ring volume. That problem was solved. She learned the
phone needs a new battery, but that’s not that much to fix.

I’m not finding anything specifically for ringer volume. The only thing I’m
finding is sound volume.
The only thing I can think to try is to lower and raise the sound volume.
Any more ideas would be appreciated.

I, too, was unsuccessful raising the ringer volume using the volume up button
even though the corresponding setting is turned on. I suggest you go into
settings and adjust the ringer volume up more. When you change the volume in
settings, the phone will play the ring tone at the new volume. E
Tap on it and the answer button should show up for you.
