This can be done by activating siri to announce
notifications, but I no longer have the
instructions. They were posted on this list, so
someone will be able to give you the steps.
Can't help you do this but at least you know it can be done.

I've had this problem. I asked siri to turn on voiceover , response
was that voiceover was already on. I then raised the volume using the
side buttons and the speach came back.

the 'cuckoo watch' app to work for me but westminster chimes, hourly,

IOS. I plumped for the app simply called 'hourly'.
Doesn't cost anything to download and
tap that icon. You should then be able to sign
out and sign in again with your or another account info.
